A licence is the starting point, not the full transaction
KARMIN holds Somaliland Mineral Dealer Licence MDL-163 with an all-minerals dealing scope. The licence establishes a local legal basis for dealing activity and supports structured mineral origination and export documentation. For gold, however, a valid origin-side licence is only one control in a much wider compliance chain.
Dubai market access depends on the requirements of the buyer, refinery, logistics provider, customs authorities, banks and the relevant UAE rules. A Somaliland dealer licence does not authorize import, refining or sale in the UAE, and it does not replace buyer due diligence. The correct operating model links both jurisdictions: lawful dealing and export at origin, followed by compliant import and onboarding at destination.
The documentation package buyers expect
A credible gold-export file should identify the seller, beneficial owners, source location, mining or trading authority, chain of custody and each party that handled the material. It should include weight records, assay documentation, transport records, export declarations and payment instructions that match the contracted entities. Sanctions, politically exposed person and adverse-media screening should be completed before funds or cargo move.
The UAE Ministry of Economy publishes due-diligence regulations for responsible sourcing of gold. Refineries and professional buyers may apply additional policies based on risk, origin and supply-chain structure. Where artisanal or small-scale production is involved, the file may require enhanced review of labour, environmental, community and conflict-financing risks. Gaps should be resolved before shipment rather than explained after arrival.
Assay, custody and settlement controls
Commercial terms should define the material form, estimated fineness, provisional valuation, sampling method, umpire laboratory, final settlement basis and treatment of variance. Sealed custody from accepted origin to export handover reduces substitution and tampering risk. For doré or other high-value forms, secure transport and insurance requirements must be agreed with specialist providers rather than assumed under ordinary freight arrangements.
Payment should move through identified counterparties and documented banking channels. Cash-intensive or third-party settlement structures create avoidable compliance risk. A transaction can be commercially attractive and still be unacceptable if beneficial ownership, source of funds or source of material cannot be verified. Why Dubai and how Berbera fits
Dubai offers a large precious-metals ecosystem spanning trading, refining, vaulting, commodity registration and exchange infrastructure. DMCC states that Dubai accounts for a significant share of worldwide gold trade. That depth creates buyer access, but it also means professional counterparties expect disciplined onboarding and traceable material.
Berbera provides a controlled Somaliland export gateway with regular connections to Middle East ports. Routing decisions for gold must nevertheless be security-led and transaction-specific; air cargo may be more appropriate than sea freight for many high-value parcels. The commercial advantage is not a promise of automatic Dubai access. It is the ability to combine licensed local dealing, documented origin, independent assay and a defined export handover with a pre-qualified UAE buyer or refinery.
